The unspent balance of $2,078,800 under this heading is attributable primarily to reduced requirements with respect to commercial communications owing to the delayed deployment of civilian personnel, lower transponder charges and the cancellation of a project to establish an Internet back-up system at the United Nations Logistics Base in Brindisi, as well as to reduced maintenance costs of new equipment and delays in the finalization of the communications support contract for the Operation.
